I'm sure that they do exist having seen such exposed in the UK and in Australia, but I'm also sure that, like any other total bludger living entirely on welfare (or supplementing meagre welfare with drug dealing), they're also very rare and such a tiny drain on the system that they're an irrelevant distraction.
