We all feel impotent.  I've got a friend who's in charge of rigs like that
one, and he'd never ever allow that....I heard they didn't even do a cement
bond test....if that's true then the evidence is piling up for criminal
negligence.  And, since it happened over time, with big wigs there, they
can't just blame one guy.

Not that it helps, but almost everyone in the field feels as you do...at
least everyone I talked with.  Not only were rules violated, but customary
practices were. Sometimes oil patch folks think government rules are
needless bureaucracy.  But, this is a time when the rules of common sense
that are drilled into you from day one were broken. Yes Doug, I know you
view Halliburton suspiciously, but think of how bad things are when
Halliburton protests that it's unsafe.  The only folks who I pity at BP are
the old folks who bought BP stock as a sure investment to provide income in
their last days.
