At least in my case, Virgin run copper to the house.  Only the back end is 
fibre.

Also, they don't seem to actually have the capacity to provide the speeds they
already advertise.

Since they got the iPlayer shock, when people started to actually use the 
connections they pay for, they have taken to halving the connection speed if 
you download for more than an hour or so.

It's all in the terms and conditions, nothing sneaky, but it happens quite a 
lot if you watch telly online or download lots of large files like Linux disc
images.

If they were being more honest about it, they provide 10Mb regular speed, with
a 20Mb peak.  But that doesn't sound as impressive in an advert.
