1st & 2nd teams

This has nothing to do with the fact that I play for Headrush who
haven't paid their entry fee yet but I was wondering if there were any
rules about teams entering a second team in the tour. I seem to recall
something being mentioned on Britdisc about it last year. Was anything
decided?
