If a team doesn't show at all, they used to get blacklisted from the next event.

Could this not be extended to teams that turn up without enough players?
People pay money and some travel long distances to play several games in
a weekend and they shouldn't have to put up with teams being unable to
play a proper game.

If teams need more of an incentive to turn up to tournaments with correct
players, then charge teams a deposit for a tournament eg. �10 or �20 a
game.  Each game that they cannot field a team or their opposition are
unhappy playing them with less than 7, then the money for that game is
given to the opposing team.  At least then there will be some come back
to the team that has been let down by having little or no opposition.

�20 per game (therefore probably �140) may sound like a lot, but you
can use the same deposit for every tournament since your whole team
are going to turn up.....right!!!  And if black listing is also incorperated,
then if you lose some or all of your deposit, then you have an extra
weekend to save for the next time you get to play!
