It is easy and does not need a paid person:

[1] Get a standard agreement as to what constitutes a Tour venue (I believe Stig is doing this). e.g.

- Fantastic Playing surface: Based on good turf (although I am not too sure how you would benchmark that - number of discs required to make fields playable on)

- Great Facilities: Hot showers, fresh food (more than chips for the veggie option!!), sideline shellter if it rains

- Easy to get to: Make tours easy to get to

- Cost: make the cost a competitive variable - Exeter 'v' Bristol

- Saturday Night Party and Events

- Sideline entertainment: medical and others

- Demand: Use UKU members to vote for best Tour event -

All of the above, and others that I have not had time to think about could be graded very easily. You would have to weigh these variables in importance -

Great Venues to date: Bristol - Exeter - use these as the benchmarks and raise the game. If nobody reaches the standards set hold of the events in the same place.

If you want to run a tour - you have to pass these tests - this is the minimum

2. Incentives any potential person to run a tournament - allow them to make money. But make it easy set Dates a year in advance i.e. All tour events will happen on the 2nd weekend of April, May, June and July. Nationals will happen on the second w/e in September.

3. Get a competitive process involved. Get TDs to submit a bid through a formal process include photos a new venues.

Allow anybody to bid for any tour - based on the above criteria. Allow any process to be open and transparent - publish reviews of venues on UKU?

Thats it - it is easy - it does not need a paid person - just some simple processes put in place -
