At the risk of restating Benji's point, I also agree
with the possibility of banning bad spirited teams,
maybe even deducting points over the course of a game
- for major *spirit* fouls (normal fouls would still
be up to the players themselves), a point could be
deducted from the offending team. The observer would
not be there to make a call in favour of one player or
another, rather to ensure that deliberately risking
the spirit of the game for gain is properly punished.


So, who decides if the incident in question is a "major *spirit* foul" if
not the impartial observer? If it warrents a spirit call being made by this
observer, then the observer would either have to deduct pioints from both
teams if they couldn't make calls "in favour of one player on another", or
have to be clear enough that there is suffieient grounds for the call,
being made and unheld by a player, to be incorrect.  If this is the case,
all you are doing is the same as playing with observers anyway, but instead
of stopping the infraction from having an advantage, they are just letting
play continue and then punishing the team later. If a foul was made on me
that the observer deemed to have been worthy of a spirit call being made,
but the play stood and the result was my team lost a crucial game, i would
not be amused.
