Hi Alastair, I delt with this question 4 years ago when I used council pitches for a hat tournament in oxford. They required public liability insurance for us to run it.
I used Perkins and Slade, who also insured BUF at that time (and I assume still cover UKU) I paid roughly 120 pounds for one years membership. Talking to the council, this was not seen as a problem as most sports users (football for example) have liability insurance covered as part of their membership to the national federation. Ultimate is an anomaly in most organised sports in that our governing body does not offer liability insurance. Local football associations pay an annual affiliation fee to the national association which includes liability insurance. It maybe that you can talk to them and explain that there is no equivalent cover in our sport yet and see if there could be some give. In principle this could be something that we look at asking UKU to start picking up. From my poor recollection the UKU covered only UKU sanctioned events (8-12 per year?) with liability insurance. For this they were paying (2001) in the ball park of 300-500 pounds annually as a national association. I can't remember exact figures. Talking to the Perkins and Slade it would not cost them too much to extend the range of events covered, while it would cost each local group in the order of 120 pounds for the same insurace. If more and more local groups require liability insurance I think the case for having this insurance sourced centrally becomes more and more compelling. Is is also an issue for uninsured local events? Should they be also looking at liability insurance?
