Just as a follow up to my first email, I actually got rapid and informative
replies from two UKUA people, one of whom said:

"The way the rules work, teams are given a warning on the Saturday and if
they've not sorted it by the Sunday they receive a penalty.
[At the Mixed Tours] plenty of Saturday warnings were given, and of the
teams checked again on Sundays, 'most' had sorted it out."

Also, one team (I won't name names) was actually disqualified from Mixed
Nationals for "for persistent infringement at MT3", but allegedly "weren't
going to enter Nationals anyway"....

So, turns out the rules *are* being enforced after all, which is good to
know. :)
