I agree that fire 2 should have had a chance to be in the A tour at tour 1, but i don't believe the tour 0 is the right one, unless of course you would enforce a roster situation, whereby fire2 (or any other team) has to play as the same team at tour 0 as tour 1 so a team in that situation doesn't just send out the stongest team possible. My personal opinion is that they should be judged on their players and most recent tour finish position.
