It's not totally clear since it also says...

5. Rostered players for Nationals must have been added before Tour
III. Players added after this time will not be considered to rostered
and instead will have to play as a guest (see rules on Guests,
2.C.2).

Which implies that you can play as a guest at Nationals contradicting
what it says below.

Answers on a postcard please - if I didn't play in the tour this year, but
want to pick up at Nationals, the new rules seem to suggest that I can't. Is
