Those are UPA rules and are used in America. We use the WFDF rules which are 
also being updates and should have been announced at the start of the year. I 
don't know if this has actually happened (I've not heard anything and Britdisc 
has been down for a while), but you can check out one of the more recent drafts 
here: http://wfdf.org/rules/20061201_WFDF_2007_Rules.pdf .
There are no competitions in this country where the UPA rules apply, but you 
will be amazed at the number of people who will quote them as 'the rules'. In 
many cases the UPA have narrowed definitions and made things a little more 
black and white. It is hoped the WFDF update will do the same, but there tends 
to be more of an emphasis on spirit rather than creating an iron clad set of 
rules (which would then require a referee to enforce fairly).
