As you may remember we formed a "Competitions Committee" several months ago
so that decisions about changes to competition structure could be discussed
amongst a wider group, and also by the people that are particularly
interested.  I say this at the beginning so that we're not bombarded with
lots of "I don't know where these decisions are taken" emailsÂ… :-)

There are two outcomes that we wanted to make sure we published ahead of
Tour 0:

1. Following last year it was decided that we would increase the number of
teams that were exempt from Tour 0, whilst still retaining some Top 8 places
"up for grabs".  It was decided that the top 5 teams + Paddy Murphy would
not need to compete at Tour 0.  Top 5 because there was a big gap in tour
points between 5th and 6th; Paddy because they were the next strongest team
last year and to help them cut down on travel costs to the UK. As it turns
out Paddy aren't entering the Tour this year, so we left it that Top 5 from
07 are exempt from Tour 0.

2. We will experiment with the idea of running a "C-Division" in the Open
Tour.  B-Tour will have 16 teams and there will be a promotion/relegation
line between B and C just as we've had between A and B for the last few
years.  Creating another promotion/relegation line was one of the main
reasons for introducing the additional division.  Its an experiment; we
don't know for certain if we will always have enough teams (altho obviously
expect that we will); and obviously we're keen to receive constructive
feedback.

Ideally I would have got this information out sooner - and apologies for not
doing so.
