there was a discussion last month here regarding "what is the average score" for the SOTG score sheet. We from the WFDF's spirit of the game committee discussed this point in detail when preparing the new version of the score sheet, and I would like to share our point of view in order to answer your questions and to clarify this. If everything went as expected you are supposed to give a score of "good" (2). We agreed that it should be normal for an Ultimate player to show good spirit. Anything less than good is not worthy for an Ultimate player. Hence start your voting from the "average" (we didn't like this term, so called it "good" (2)). If the spirit for the category in question was slightly above average you are supposed to give a "good" (3), and if it was slightly below go for "not so good" (1)... and correspondingly a "poor" (0) if things were bad and an "excellent" (4) if it was outstanding.
