turns out at least the one instance being used with rt_new_rti()+rt_free_rti()
does result in zero leaks (so long as you close the cloned dbip). still needs
more TLC w.r.t. duplicate geometry and usage of the rt_uniresource/global
memory pools, but no longer seems like a release barrier.
