Yes, pretty much everything is still available. A lot of the old discussions are archived in the source repository in the doc/html/ReleaseNotes directory where there are indices for the e-mails that led up to the 2.0, 3.0, 3.1, 4.0, 4.4, and 5.0 releases. Alas, the release 6 and 7 e-mail archives are not available.
