Thanks for sharing a preview of your proposal, Neil! It looks like it's coming
along well.
As for suggestions, I'd like to see more details on your time availability,
specific deliverables that you intend to provide, and a rough timeline of when
you think various portions of the project would be completed. Of course, the
project has a lot of places where you intend to figure things out but large
portions of it are already well-defined.
For example, you identify that the appearance of the site needs to be improved.
When would you work on that, how long might it take, and where does it fit
within the overall timeline? What other activities will need to come before
that, which after? And so on.
You don't need to identify everything you intend to do, but you should have a
pretty good idea of at least 3-5 specific goals that you aim to accomplish. An
architecture diagram, activity diagram, interface mock-up, or other visual
would be useful too.

I really like the opening where you summarize your understanding of the problem
and current state of the code. It does well to demonstrate the background
research you've done thus far. Look forward to seeing the proposal get
expanded with a little more detail.
