It depends on what you want to work on. Both OGRE or Qt are viable - OGRE
as a scene graph provides extra functionality that should be relevant to
our use, and work with OGRE can be re-used later with Qt user interface
elements - see, for example, http://www.ogitor.org/ and
http://advancingusability.wordpress.com/2013/03/30/how-to-integrate-ogre3d-into-a-qt5-qml-scene/
On the other hand, Qt and it's OpenGL widgets may be simpler to work with
and have a better chance of producing a working, usable product. The key
with either direction is that you present a strong, detailed, well
researched proposal that indicates you have a plan and know how to execute
it.
