I'll document the plan more clearly in HACKING, but the new RELEASE branch is 
created.  Work to sync and stabilize for release is under way.  The ASCII art 
diagram looks like this with a fixed-width font:

Direct commits to STABLE may still occur independently provided they abide by 
the STABLE commit criteria outlined in HACKING.  Reiterating the point of this 
branch from an earlier message, our development rate is exceeding our capacity 
to stabilize trunk efficiently.  This branch will allow trunk development to 
continue at a breakneck pace without negatively interfering with release 
efforts.  As we get close to a release date, trunk will be sync'd to RELEASE 
and whatever changes are necessary to stabilize a compliant release are made.
