Gurvinder, We use the STEPcode library and have our own parser to import STEP file data into BRL-CAD data structures and export back out to STEP. We have both import and export working, though both are in a preliminary status. The STEP specification is very tightly controlled by ISO and is not available for free. Fortunately, you don't really need the standard if you use our converter, even if you have to make minor adjustments. STEPcode does all the parsing based directly on the schema itself. Cheers!
