Not a big deal, but it introduces an inconsistency.

There are dozens of strtoks, maybe hundreds, throughout the code.  Even in that 
one file, you only got some of them.  It'd be rather risky to attempt them all 
and for dubious value since strtok_r isn't universal. It's more likely a bug 
would be introduced than some API suddenly becoming thread-safe by that alone.
