Your best resource is to ask questions on IRC as many of us are intimately 
familiar with the layout, but it’s a very large API (literally about 700 
functions) and introductory documentation is sparse on what you’re proposing.

That said, I suggest you start here: http://brlcad.org/wiki/Documentation and 
briefly go through each link, paying particular attention when you get to #8 
(developing applications).

Then go to this,which should be the biggest help:
