You get to define both the goals and scope of the project.  They are heavily 
tied to ones level of experience.

It's expected that you'll do the background research needed to understand what 
requirements will be most useful to cater towards.  That said, you should note 
that most of the idea titles on our ideas pages link to more detailed pages 
including the one you're interested in implementing.  They are still just 
starting points, but it has the basic gist.

You'll need to at least research the topic well enough to ask more specific and 
useful questions.  We do appreciate self-guided learners that know when it's 
appropriate to ask for help, and when more homework is required. ;)
