Tom, the compilation issue looks to be an API change introduced in 2.81 - I'm not sure if the simulate command was in a working state to start with, so it's hard to say why it's not moving the geometry at this point. (I followed the steps here: http://brlcad.org/wiki/Mged_simulation). I'll probably dig into it sometime, but if you want to have a look that'd be great! I'm also trying to get some other stuff worked out, so it might be a bit before I can devote some time to it. The bullet branch is currently building (you need to give it -DBRLCAD_ENABLE_BULLET=ON to get the simulate command).
