You can work around the issue by disabling the Java target causing that error. I think you can add -DBRLCAD_ENABLE_RTSERVER=OFF to cmake (it’s an advanced variable), but it’s not something I’ve tested. Working with anything other than sources from a Subversion checkout is inadvisable. Were you unable to find and/or follow the svn proxy setup instructions? Subversion has built-in proxy support.
