Language is but an implementation detail.  You should focus on what features, 
improvements, goals you aim to achieve.  Translating everything the current 
implementation does from PHP to Django without making any improvements would 
not be a desirable proposal.

The best way is for you to set up the current Materials Database code, get it 
working, and see how you would improve it.  I believe the current system also 
integrates with Mediawiki too so that’s another consideration.  Your proposal 
should be as details as possible.  See prior year proposals for examples.  You 
may also want to look at our mailing list archives as the materials database 
effort has been discussed a few times recently.
