You should focus on what features, improvements, goals you aim to achieve. The best way is for you to set up the current Materials Database code, get it working, and see how you would improve it. I believe the current system also integrates with Mediawiki too so that’s another consideration. Your proposal should be as details as possible. See prior year proposals for examples.
