Show me your code ;)
Implement your algorithms as a draft first.  Use polygonal_mesh/DCEL
there as needed.  You don't need to implement these structures first.
This way you'll find the answers to your questions.

The polygonal_mesh/DCEL is a interesting case study for portable
module design but no exclusion criterion.
