The amount of overcrowdedness depends on the mouse click density in a
particular area. Adding a dropdown for wiki options just increased the
#clicks right there. Also the icons are unecessary.
I would still suggest you to stick to the standard wiki design. If we can't
move the "Edit" and "History" tabs to far right (just before search), we
can atleast add considerable amount of space between ["Page", "Discussion"]
and ["Edit", "History", "delete", "move"]

These tabs can be made a bit smaller as well. Have a look at other design
formats. You'll get an idea.
The reason I'm suggesting you to stick to the standard is just because
almost all wiki page designs are that way. They need not be that fancy.
