The site design can be mocked up in pretty much anything that we can
preview. Using WP is acceptable BUT you can't just put our content into WP,
turn a few modules on and off, set some colors, and call it done. For any
of the design mock up tasks, any submitted design would need to not look
like any of the known WP themes. With that said, i'd think using a content
management system directly to mock up the design would be counterproductive
(MUCH more work than sketching a design on paper or in image editing
software).
