Could be wrong, but...
The patch I sent for the other task (Close both windows when mged is
closed) contained the fix for this as well, and you applied it. The problem
is now that mged crashes when OpenGL is used as the display manager, and
this is what should be investigated/solved. When X Windows is the DM,
everything works fine (meaning mged closes when both windows are closed,
and the menu does not disappear when closing the cmd window).
