Summary: Windows Vista installation help requested

Initial Comment:
I'm not a programmer.
Do I need a programmer to install BRL-CAD on my Windows Vista laptop?
I've installed CMake, but the only CMakeLists.txt file is in the CMake
directory under /program files/.

In the ReadMe I see I'm somewhere supposed to input:

  gunzip brlcad-X.Y.Z.tar.gz
  tar -xvf brlcad-X.Y.Z.tar
  mkdir brlcad-build
  cd brlcad-build
  cmake ../brlcad-X.Y.Z -DBRLCAD_BUNDLED_LIBS=ON -DCMAKE_BUILD_TYPE=Release
  make
  make benchmark
  make regress
make install # as root, e.g. sudo make install

but I have no idea what it means, where I would enter it, and whether
"#....e.g...." at the end is a command or a parenthetical remark. Perhaps I'm
supposed to put this text in a file named CMakeLists.txt ...?

>From the desktop icons, Archer opens and RtWizard opens after a time, but all
>I get when I try to open MGED is the attached. The cursor flashes but is
>unresponsive to keyboard or mouse.

How should I proceed?
