If you have 7.20.6 installed, then you maybe just applied the patch to the wrong release. The output you showed earlier showed that you specified /usr/brlcad/share/brlcad/7.18.5/tclscripts/mged/skt_ed.tcl as the file to patch, which is a file for 7.18.5, not the 7.20.6 release. If you have a /usr/brlcad/share/brlcad/7.20.6/tclscripts/mged/skt_ed.tcl file, that would be the one to specify to patch.
