I've tried lynx -assume_charset=big5 a couple of days ago and it didn't work.
Just tried :set fileencoding=big5 in vim still didn't work.

As mentioned previously, for lynx -assume_charset=big5 should work. For
vi you can use :set fileencoding=big5. I don't know about pico, but its
documentation probably knows.
