What do you have in mind? If the problem is within systemd then the brltty release wouldn't matter. I don't mind downgrading something to make it (half way) work, but am not sure what that'd be. Returning to 6.1's broken stop (done by moving the tag+=systemd line to before the systemd remove label) didn't seem to help. When talking with the systemd people, I think it's important that they know how adding that debug option made it work. Maybe dead keeps the dependency but inactive doesn't. Well, I'm sure inactive doesn't.
