Could such tools have a summary of what they are doing?

is not really helpful to know what this tool is about: does it start
brltty, does it just probe for devices and list them?
That could be printed this way:
Usage: brltty-hid [option ...]
Probe for HID devices [...what this tool is doing, in a few words]
-u --match-usb-devices Filter for a USB device (the default
if not ambiguous).
-b --match-bluetooth-devices Filter for a Bluetooth device.
The same goes for all the brltty-* tools, without such a summary it's
hard to work out what their purpose is.
