It almost sounds like the older version of BRLTTY is still installed.  You could go to Add/Remove Programs and remove BRLTTY and do a clean reinstall.

python 3.8.7 32bit ist installed. It is to find under the C:\Users\...
python\python38\.
I think it'd be unlikely that something at the system level would be looking 
there.
