Yes, this is a known issue. It's been dealt with, as well as can be done, in 
6.5 so maybe you're using an older version of brltty. The solution was to put 
the udev rules for braille devices which use uncustomized, generic, USB to 
serial adapters into a separate, optional package. The solution, therefore, 
would simply be to not install (or to remove) that optional package.
