RPMs, or use following direct links for x86_64 tcl and devel packages:

https://kojipkgs.fedoraproject.org//work/tasks/3845/129103845/tcl-devel-9.0.0-7.fc41.x86_64.rpm

You will need to remove all tcl dependant packages from your f41
system, otherwise it will conflict
