I just checked this out. Yes, TalkBack does offer 8-dot French computer 
braille. Here's what you need to do:

Open TalkBack's Actions screen and tap on Braille Settings. I'm sure you 
already know this. In there, you've probably tried using the Preferred Reading 
Language and Preferred Typing Language settings, but both of those only let you 
select from whichever languages have been activated. There's a setting just 
above those two called Languages, and you need to go there, first.

On the Languages screen, you'll see the languages that have been activated so 
far, and, at the bottom, you'll find Add A Language. Go there. On that screen, 
if I navigate down to French and tap, it offers me these two tables:

   French (I assume this to be French literary braille)
   French 8-Dot Computer Braille

Add the second table and you should then be able to select it as your preferred 
reading and/or typing languages.
