Turns out they actually copied their table froj orus. See its comments.

It's table probably doesn't match ours. Note that ours isn't any kind of 
official standard. It was invented to meet a requirement way back in the days 
when we weren't using Unicode characters.

If you can get it to produce an example file containing all 256 dot patterns 
then maybe its table can be reverse-engineered. If you can send me such a file 
and let me know which order the characters are in then I can have a look at it.

Sure. Again, though, I must emphasize that there's no actual standard known as 
8-dot BRF. Same (somewhat modified) offer. If you can send it all possible byte 
values and let me know which dot patterns they result in then I can write a 
table for you.
