Thanks for letting us know. Yes, you're correct, but in a totally unexpected
way. It's now fixed in brltty's latest development code.
For the technically curious: The reason is that Unicode doesn't define a
zero-width space as whitespace. This was totally unexpected - at least by me -
so the code did look right but wasn't.
