This is normal brltty behaviour. You hear a two-tone ascending sequence when the braille driver starts and a two-tone descending sequence when the braille driver stops. Those are called "alert tunes". You can turn them off by going into brltty's Preferences Menu and, from there, into the Event Alerts submenu.
