Thanks to Samuel on this list, I have at least learned of the cause of
this problem, and a possible workaround. I will quote the relevant
portions from his off-list advice.

It was indeed a dead-key combo, but that was not the problem. It was not
listed in the X-keymap shown by 'xmodmap -pke'.

This was indeed the case. In my X-environment, I can not type the
characters not listed in the keymap, but on a real TTY-console, I can.

For most characters this works: simple letters, capital letters,
digits. I can even type some accented characters, but not all.
For example: I can type 'a' using Dot1, 'A' using Dot1+Dot7, '1' using
Dot1+Dot6 and 'á' using Dot1+Dot6+Dot8 - but not 'ë' using
Dot1+Dot2+Dot4+Dot6+Dot8. Why not?
