I haven't had a close look, but I doubt the speech/braille divide is as bad as has been described. Yes, braille currently works poorly with graphical screen readers like Orca, but I suspect that's because there are no braille bindings for useful, already-existing actions, e.g. inter-window navigation ones, which probalby would work just as well for braille. The fact that braille works poorly right now because those actions haven't been bound yet for braille devices is, I suspect, merely a faulty illusion based on inattention.
