So what seemed most logical to me was that I had inadvertently used
sudo at some point out of habit and something within the actual
brltty folder was requiring sudo. So I deleted the brltty folder and
ran git clone again and then ran the steps and sudo was not needed
for make.
I suspect that one (or more) of the files make creates was owned by root, and,
therefore, couldn't be rewritten.
