There were some who believed that, from a philosophical perspective, brltty
does belong in /sbin/ because it wasn't viewed as a user command. It did indeed
start out in /sbin/, but I eventually (a long time ago, now) moved it to /bin/
because it actually does need to be a user command on some other platforms
(like Solaris and Mac OS X). At the time I did that, it met with the strong
disapproval of some.
