I see my problem. I previously built BRLTTY using hte MinGW toolchain,
but in a Cygwin environment. That is, I ran Cygwin and added
/cygdrive/c/mingw to the front of my PATH. In hindsight, this was a bad
idea, because it was an inconsistent environment; for example, the
configure script detected the host system type as i686-pc-cygwin, even
though I was really building with MinGW. So I just rebuilt with MSYS,
and now I see the DLL. So I don't need prebuilt MinGW binaries.
