IMO, CapsLock+H and alike would belong in laptop.ktb, either directly or
via an include.  The matching binding in desktop.ktb would probably be
KPInsert+H and and alike.

Yes, laptop users will tend to agree.

It would probably suffice if they were consistent to the particular tables
modifier use.
