Check /usr/lib (or equivalent) to see if you have libicui18n installed. If
not, install libicu development packages. If you simply have a newer
version, you can try creating a symlink -- e.g. ln -s /usr/lib/libicui18n.so
/usr/lib/libicui18n.so.38
