For several reasons: - windows does not provide any sane way to drive USB devices from applications. - we do not have braille displays to actually test brltty with them on windows. so we can only rely on trial & error exchanges with users, which is frustrating for everybody: not only the user, but also the developers, which have to divine what on earth could be happening badly.
